Revised Baltic aFRR energy market concept

On November 15, 2022, JSC "Augstsprieguma tīkls" together with the other Baltic transmission system operators (TSOs) had prepared and published  for public consultation  the common Baltic energy market concept for frequency restoration reserves with automated activation (aFRR) (hereinafter, Baltic aFRR market concept), the purpose of which is to introduce a framework of harmonized rules and principles across all three Baltic bidding zones for introduction of aFRR processes integrated into common European aFRR market, which will be ensured by Baltic TSOs joining to the European platform for exchange of aFRR energy – PICASSO. The concept foresees promotion of competition and at the same time ensuring equal treatment of each market participant, regardless of the country in which it operates or resides, thereby promoting overall cost efficiency and increasing consumer welfare.

During the public consultations, a total of 3 electricity market participants provided feedback, and the Baltic TSOs received 16 comments and questions about the Baltic aFRR market concept. The Baltic TSOs have evaluated all the comments and questions received, have prepared answers to the questions and proposals submitted by market participants and made appropriate corrections to the Baltic aFRR market concept.
