Updated concept for Baltic load frequency control block development and Baltic balancing capacity markets

Development

On September 30, 2020, AS "Augstsprieguma tīkls", together with other Baltic TSOs, published a jointly developed description of the Baltic Load Frequency Control (LFC) concept with the aim to introduce the main principles which the Baltic TSOs plan to implement in order to create a fully functioning LFC system after the planned synchronization of Baltic power systems with the network of continental European. Public consultation was launched inviting electricity market participants to express their views and answer questions asked by the Baltic TSOs regarding the proposed Baltic LFC concept.

A total of seven electricity market participants provided feedback during the public consultation, and the Baltic TSOs received 121 comments and questions on the Baltic LFC concept. The Baltic TSOs have evaluated all the comments and questions received, prepared answers and made respective amendments to the Baltic LFC concept document.

The Baltic TSOs have jointly started work on the development of more detailed methodologies and rules described in the Baltic LFC concept, which will be prepared and published according to the planned timeline set out in the Baltic LFC concept document.
