DNV Audit: AST Effectively Ensures the Operation and Development of Critical Infrastructure in Line with International Standards

The performance of Latvian transmission system operator AS Augstsprieguma tīkls (AST) in the areas of quality, environment, energy management, occupational health and safety has been highly rated by independent auditors from DNV. The audit results confirm the effectiveness of AST’s integrated management system and its compliance with international standards for more than 20 years, supporting the company’s sustainable development.

The latest audit highlights that Latvia’s transmission system operator AST continues to effectively develop critical infrastructure and modern power system solutions, while further strengthening risk management and cybersecurity. Energy efficiency measures implemented by AST deliver energy savings of more than 100 MWh per year. Auditors also specifically noted that following the Baltic power system’s secure disconnection from the BRELL ring and synchronisation with the European power grid in February 2025, AST established an entirely new electricity system operational management process. Key elements of this process are the three new synchronous condensers in Grobiņa, Ventspils and Līksna, as well as large-scale battery energy storage systems in Tume and Rēzekne.

The audit also gave high recognition to AST’s approach to risk management and security. Improvements have continued in the risk reporting and analysis system; the risk map is regularly updated and the most significant risks are assessed; cybersecurity incidents are analysed and preventive measures are implemented. In addition, emergency management exercises have been organised in cooperation with partners and security authorities, and business continuity solutions have been further developed, including backup infrastructure. To rapidly strengthen electricity supply and power system operation in emergency situations, AST will procure mobile substations with EU co-financing.

The audit assessed the company’s compliance with the ISO 9001, ISO 14001, ISO 45001 and ISO 50001 standards.

Since 2002, AST has maintained and developed an integrated management system that combines the principles of quality, environmental management, energy management, occupational safety and occupational health in accordance with international ISO standards. This system ensures efficient process management, risk control, compliance with regulatory requirements and continuous improvement of the company’s operations.
