Baltic balancing capacity market proposal

On January 21, 2021, JSC "Augstsprieguma Tīkls" together with the other Baltic transmission system operators (TSOs) prepared and published the Baltic Load-Frequency control block (LFC block) concept, which described plans for establishing and implementation of methodologies and processes necessary for operation of Baltic LFC block, including introduction of common Baltic balancing capacity market. Baltic TSOs have prepared common proposal for Balancing capacity market pursuant with Article 33(1) and Article 38(1) of the Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing.

On October 19, 2022, public consultations for the Baltic balancing capacity market proposal were announced. During the public consultations, a total of 5 electricity market participants provided feedback, and the Baltic TSOs received 20 comments and questions about the Baltic Balancing capacity market proposal. The Baltic TSOs evaluated all the comments and questions received, prepared answers to the questions and proposals submitted by market participants and made appropriate corrections to the Baltic balancing capacity market proposal.

After revision of the public consultation questions, the Baltic balancing capacity market proposal, its annex, and answers to the questions were submitted to the national regulatory authorities (NRAs) of the Baltic states for consideration on April 20, 2023. According to the NRA's assessment and corrections, the proposal was further amended. On February 6, 2024, Baltic TSOs received final confirmation of the Baltic balancing capacity market proposal from the NRAs.
