Corrected Baltic CCR market-based methodology of cross-zonal capacity allocation for the exchange of balancing capacity or sharing of reserves and Baltic balancing capacity market rules

On august 13th, 2024 AS "Augstsprieguma tīkls" together with the TSOs of Baltic Capacity Calculation Region (CCR) launched a public consultation via ENTSO-E on the proposal for amendments of the market-based methodology of cross-zonal capacity allocation for the exchange of balancing capacity or sharing of reserves, in accordance with Article 41 of Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing  (hereinafter – the market-based cross-zonal capacity allocation methodology) and together with other Baltic TSOs launched a public consultation on the proposal for amendments to the Baltic balancing capacity market rules in accordance with Article 33(1) and Article 38(1) of Regulation (EU) 2017/2195 of the European Commission of 23 November 2017 establishing a guideline for electricity balancing (hereinafter – the Balancing Capacity Market Rules). The public consultation was open until 14th of September 2024.

The Baltic TSOs developed proposals for amendments to the Market-Based cross-zonal capacity allocation methodology and the Balancing Capacity Market Rules to eliminate an inaccuracy in the definition of the objective function included in both proposals. The correction is crucial for the correct assessment of forecast value of cross-zonal capacity for the day-ahead market in the operation of the balancing capacity market. 

After revision of the public consultation responses, the Market-based methodology of cross-zonal capacity allocation and the Balancing Capacity Market Rules, together with the results of the public consultation were submitted to the respective national regulatory authorities (NRAs) for consideration on October 4th, 2024. On December 12th, 2024, AS "Augstsprieguma tīkls" received final confirmation of the approval for the submitted amendment proposals.
