Revised harmonised principles for Baltic LFC reserve prequalification

On May 31st 2022, the Baltic Transmission System Operators (Baltic TSOs) Augstsprieguma tīkls, Elering and LITGRID had jointly prepared harmonized principles for Baltic LFC reserve prequalification, hereinafter Principles.

On July 19th 2024, Baltic TSOs, taking into account the technical capabilities of technical units connected to the grid before the European Commission Regulation 2016/631 establishing a network code on grid connection requirements applicable to generators and 2016/1388 establishing a network code on demand connection creation, had corrected Chapter 3 of the Principles, allowing to qualify these units by fulfilling the technical requirements that existed in the network at the time of connection.

Baltic TSOs aim to amend article 4.5.2.3 "Testing method" for FCR service and update testing procedures to perform frequency steps from +200 mHz to -200 mHz (step -400 mHz) and from -200 mHz to + 200 mHz (step +400 mHz). The proposal for the testing procedures is represented in Figure 10.

Articles 155 (1) and 159 (1) of the European Commission Regulation (EU) 2017/1485 establishing a guideline on electricity transmission system operation require each TSO to develop an FCR and FRR prequalification process and to make publicly available the details of the FCR and FRR prequalification process.

Public consultations on the harmonized principles for Baltic LFC reserve prequalification document took place from 1 June to 1 July this year (inclusive). During the public consultations, no feedback had been received from market participants, and no questions nor comments on the Baltic LFC reserve prequalification harmonized principles were raised.

The Baltic TSOs have begun work on preparing the national rules, in line with the harmonized principles for Baltic LFC reserve prequalification.
