Updated AST System ancillary service agreement and related terms and conditions

Market

JSC "Augstsprieguma tīkls" (hereafter – AST) has developed and published a new System ancillary service agreement template, Standard terms and conditions for the provision of balancing services and Technical and data exchange requirements for reserve providing units.

The rules developed by AST ensure the possibility for market participants to provide balancing services using different types of reserve providing units and groups. This enables a wider range of electricity generation and consumption resources in balancing service provision, and the participation of electricity traders managing electricity generation modules and their groups as well as aggregators using electricity consumption units in the Baltic balancing energy market.

The prequalification procedure is aligned with the harmonized principles for the Baltic Load-Frequency control block reserve prequalification that was jointly prepared by The Baltic Transmission System Operators and accepted and published on 31 March 2022. More information here

The new standard terms and conditions foresee an automatic data exchange option for balancing service providers in regards to the submission of balancing bids, activation orders and other necessary information exchange, as a result expanding and improving the data exchange possibilities.

Description of all possibilities and requirements for balancing service provision are available on AST's webpage along with the System ancillary service agreement template and other related documents (published here).
