21.06.2018. In late 2017, the TSOs of the Baltic states and Poland commenced dynamic stability research to analyse the potential expansion of the continental Europe network with the electricity networks of the Baltic states and effect thereof on the networks of continental Europe. The research was conducted by a consultant from Poland – Gdansk Institute of Power Engineering according to the order of the TSOs of the Baltic states and Poland.
Modelling of the electricity transmission networks of the Baltic states in detail, with the inclusion thereof into the model of the network of the continental Europe network was performed and calculations of the effect of the connection of the Baltic electricity system based on three potential scenarios were performed: 1) Synchronisation of the Baltic states by means of one two-circuit alternating current link between Poland and Lithuania, 2) Synchronisation of the Baltic states by means of two independent alternating current links between Poland and Lithuania, 3) Synchronisation of the Baltic states by means of one two-circuit alternating current link and one new direct current link between Poland and Lithuania. Calculations of power flows and safety were performed during the research, as well as static and dynamic stability calculations for all the aforementioned scenarios.
The research has led to the conclusion that, in terms of dynamic stability, option No. 2 is the best version that does not require the implementation of additional measures; however, in all calculated scenarios additional measures were recommended for the improvement of system operation, i.e. installation of new system stabilisers and static adjustment and management devices, as well as the provision of an opportunity to adjust the frequency and power by means of direct current links.
