In the procurement procedure for design and construction works of high voltage line “The Kurzeme ring” the right to sign the contract was obtained by the association of entities “LEC, RECK and Empower”
In the procurement procedure announced by the “Augstsprieguma tīkls” AS for design and construction works of Stage 3 of high voltage line “Kurzemes loks” /The Kurzeme Ring/ the right to sign the contract was obtained by the association of entities “LEC, RECK and Empower”, which had offered to perform the above referred works for the amount of 110.53 million euros. The association of entities consists of SIA "LEC", SIA"Reck" and the subsidiary of a foreign business entity "EMPOWER AS filiāle Latvijā".
Totally four tenderers qualified in the procurement procedure, in particular, the Latvian association of entities “LEC, RECK and Empower”, the association of entities “AS “LNK INDUSTRIES”, SIA “ENERGOREMONTS RĪGA”” and association of entities “BINDERS un ENERGOKOMPLEKSS”, as well as the association of entities registered in Slovakia “Association for reconstruction of the power transmission lines in section Ventspils – Tume – Riga”.
The procurement procedure was announced on 3 June 2015, the long evaluation process is related with both the large scope of the procurement and complaints filed by tenderers in the procurement with the Procurement Monitoring Bureau which declared four complaints unjustified. One complaint was recalled.
In the evaluation of Tender Offers an international consulting services company was involved, in particular, DNV GL (KEMA Nederland B.V.)
This is one of the procurements within a project the total costs of which are estimated to amount to 127 million euros and 45% of them (55.089 million euros) are the co-financing granted by the Connecting Europe Facility.
